Notice on Holding the 2019 Chinese Students Orienteering Championship
The Sports, Health and Art Department of the Education Departments (Education Commissions) of all provinces, autonomous regions and municipalities directly under the Central Government, the Education Bureau of the Xinjiang Production and Construction Corps, the Student Sports Association, and the member schools of each directional branch:
According to General Association [2019] No. 283, the "2019 Chinese Students Orienteering Championships", jointly sponsored by the China University Sports Association, the China Middle School Sports Association and the China Mapping Society, implemented by the orientation branch of the China University Sports Association, undertaken by the Zunyi Municipal People's Government of Guizhou Province, and co-organized by the Zunyi Municipal Bureau of Culture, Sports and Tourism and the Zunyi Municipal Bureau of Education, will be held in Zunyi City from August 19 to 26, 2019. All units are requested to carefully prepare for the competition and strictly follow the relevant provisions of the competition rules.

7、 Competition groups and events
(1) Competition group
1. Undergraduate institutions include: elite group, professional group, undergraduate group A, group B and group C.
2. Junior colleges: junior college group A;
3. Middle schools include: high school elite group, high school group, junior high school elite group and junior high school group;
4. Parallel group: parallel group according to the Rules of Chinese Students' Hiking Orienteering Competition.
(2) Competition
1. University elite group and university professional group
Short distance race, medium distance race, long distance race, 100m orienteering, short distance mixed relay race (2 men and 2 women), team race (3 people).
2. Undergraduate group A, undergraduate group B, junior college group A, senior high school group:
Short distance race, middle distance race, point race, 100m orienteering, short distance mixed relay race (2 men and 2 women), team race (3 people).
3. Undergraduate group C, junior high school elite group and junior high school group:
Short distance race, middle distance race, point race, 100m orienteering, short distance mixed relay race (2 men and 2 women), mixed team race (2 men and 2 women).
4. High school elite group
Short distance race, medium distance race, long distance race, 100m orienteering, short distance mixed relay race (2 men and 2 women), mixed team race (2 men and 2 women).
8、 Entry conditions
(1) Basic conditions for athletes
1. Athletes must be full-time students who have the nationality of the People's Republic of China, the resident ID card of the People's Republic of China (the second generation), or the resident ID card of Hong Kong, Macao Special Administrative Region and Taiwan, and the official student status of the member units of the directional branch of the China University Sports Association;
2. Athletes must register in accordance with the requirements before participating in the competition. For details of the registration method, see the "Notice on the Official Opening of the Chinese Student Sports Competition Management System".
3. All participating athletes need to sign the Voluntary Liability and Risk Notification and Anti-Doping Commitment (see the website download center of the branch).
4. Non-member schools must apply to the directional branch of the China University Sports Association for membership before June 30, 2019. After obtaining membership, they can go through the procedures of athlete registration and participation, and pay the membership fee according to the notice of membership fee payment.
5. Any unit that fails to pay the 2018 membership fee of the Directional Branch of the China University Sports Association shall be deemed to have given up its membership, and shall apply to the Directional Branch of the China University Sports Association for membership from the beginning. After obtaining the membership, it can go through the procedures of athlete registration and entry, and pay the membership fee according to the notice of membership fee payment.
(2) Conditions of each group
1. University elite group
(1) Must meet the conditions of "(I)" above;
(2) Pilot colleges and universities of orienteering high-level sports teams, or colleges and universities with orienteering high-level special students in sports teams;
(3) Athletes are between 18 and 28 years old (born after September 1, 1991 and before September 1, 2001), and the age of university (undergraduate and junior college) enrollment is not more than 22 years old.
(4) The top 10 colleges and universities with the total score of professional groups in 2018 National Student Orienteering Championships.
2. College professional group
(1) Must meet the above conditions of "(I)" and "(II) 1 (3)";
(2) Sports colleges and military colleges and universities;
(3) A comprehensive college with sports students among athletes.
(4) Colleges and universities with a total score of 11 (including) in the professional group of colleges and universities in the 2018 National Student Orientation Championship.
3. Undergraduate Class A
(1) Must meet the above conditions of "(I)" and "(II) 1 (3)";
(2) Undergraduate colleges and universities with the top 15 total scores of undergraduate group A and undergraduate group B in the 2018 National Student Orienteering Championships and the top 5 total scores of undergraduate group B, and there are no undergraduate colleges and universities with sports college students and sports specialty students (all sports) among the athletes.
4. Undergraduate Group B
(1) Must meet the above conditions of "(I)" and "(II) 1 (3)";
(2) Undergraduate colleges and universities with a total score of 15 in Group A, 5 in Group B, and top 10 in Group C in 2018 National Student Orienteering Championships, and their own colleges and universities with no students from sports colleges and departments or sports majors (all sports) among the athletes.
5. Undergraduate Group C
(1) Must meet the above conditions of "(I)" and "(II) 1 (3)";
(2) Undergraduate colleges and universities with a total score of 15 teams in Group B and 10 teams in Group C of the 2018 National Student Orienteering Championships, and no students from sports colleges and departments or sports majors (all sports) among the athletes; As well as the undergraduate colleges and universities newly entered in 2019, and there are no students from sports colleges and departments and sports specialty students (all sports) among the athletes.
6. Specialized group A
(1) Must meet the above conditions of "(I)" and "(II) 1 (3)";
(2) Junior colleges.
7. High school elite group
(1) Must meet the conditions of "(I)" above;
(2) High school students whose athletes are 15 to 19 years old (born after September 1, 2000 and before September 1, 2004);
(3) The high school elite athletes in the 2018 National Student Orienteering Championships, as well as the top 8 athletes in the individual events of the high school group (only for the high school elite group, not for the high school group);
(4) High school students who meet the conditions of "7 (1) and (2)" and who do not meet the conditions of "7 (3)" can apply to participate in the competition of the elite group of high school, but must submit a written application to the Directional Branch of the China University Sports Association before June 30, 2019, and can register for the competition after approval (download the application from the attachment of the branch website and fill in as required).
8. Senior high school group
High school students who meet the above requirements of "(1)" and "(2) 7 (2)".
9. Junior high school elite group
(1) Must meet the conditions of "(I)" above;
(2) Junior high school students whose athletes are 12 to 16 years old (born after September 1, 2003 and before September 1, 2007);
(3) The junior high school elite athletes in the 2018 National Student Orienteering Championships, and the top 8 athletes in the junior high school individual events (only the junior high school elite group, not the junior high school group);
(4) Junior high school students who meet the conditions of "9 (1) and (2)" and who do not meet the conditions of "9 (3)" can apply to participate in the competition of junior high school elite group, but must submit a written application to the Directional Branch of the China University Sports Association before June 30, 2019, and can enter the competition after approval (download the application from the attachment of the branch website and fill in the application as required).
10. Junior high school group
(1) Must meet the above conditions of "(I)" and "(II) 9 (2)";
Note: The same university can also organize orienteering high-level athletes to participate in the elite group competition, students of sports departments and other sports specialty students except orienteering to participate in the university professional group competition, and also can organize ordinary students to participate in the undergraduate group (undergraduate group A, B, C) competition at the same time; Under the premise of ensuring the level and safety of students' sports, all participating units can organize ordinary students to participate in the competitions of professional or elite groups, and can organize students of sports colleges and departments and sports specialty students of other sports except orienteering to participate in the competitions of elite groups in colleges and universities, but the same athlete can only sign up for the competitions of one group. The same middle school can sign up for the competition of the elite group and the middle school group at the same time, but the same athlete can only sign up for the competition of one group.
9、 Registration and registration
(1) Athlete registration
1. All participating athletes must register online in the "Chinese Student Sports Competition Management System" (www.nssc. org. cn) based on their school.
2. The school administrator of the school where the athletes belong should log in to the Chinese Student Sports Competition Management System (www.nssc. org. cn) to register the athletes and coaches online. (For details, please refer to the relevant regulations in "System users must see" and "IE browser adjustment" on the homepage of the "Chinese Student Sports Competition Management System".)
When registering, you need to fill in the information of coaches and athletes as required, upload the student ID card (electronic version) of the athletes themselves, the second-generation ID card (electronic version), the recent bareheaded one-inch photo and the team's family photo (the size of the photo needs to be adjusted according to the requirements of the website) and other relevant materials. (2) Sign up
1. Athletes can register on the branch website only after passing the final online registration.
2. Colleges and universities can directly register for the competition; When registering for the competition, each middle school must report to the department of education of the province, autonomous region or municipality directly under the Central Government for the record.
3. Each unit and group is limited to one team, and each team is limited to one leader, two coaches, and four male and female athletes.
4. Number of persons limited to report for each project
(1) Short distance race: 3 men and 3 women in each group and unit;
(2) Mid-distance race: 2 men and 2 women in each unit of each group;
(3) Long-distance race: 2 men and 2 women in each unit of each group (limited to elite group in universities, professional group in universities and elite group in high schools);
(4) Points competition: 2 men and 2 women in each unit of each group (excluding elite group in universities, professional group in universities and elite group in high schools);
Note: Long-distance race, medium-distance race and point race are held at the same time, and athletes can only participate in one of the events.
(5) 100m orientation: 3 men and 3 women in each group and unit;
(6) Team competition: only one team for men and women in each group and unit;
(7) Mixed team race and mixed relay race: each group is limited to one team per unit.
(8) The maximum number of individual items per person is two
5. Athletes who have participated in the 2018 National Student Orienteering Championships and achieved effective results must indicate their achievements on the application form for reasonable arrangement. Those who fail to fill in the results truthfully will be disqualified once found.
6. Athletes are only allowed to sign up for the competition of one group.
7. For groups with less than 6 teams, cancel the group, notify the registration unit, and report to other groups designated by the organizing committee.
8. No changes, adjustments, additions or supplements are allowed after registration.
9. If there are units that report items that do not conform to the regulations, the executing unit has the right to delete the items and athletes that do not conform.
10. The registration time for this competition is from June to July 2019. The specific registration time and method shall be subject to the subsequent notice.

10、 Competition methods and relevant regulations
(1) Implement the Rules of Chinese Students' Hiking Orienteering Competition.
(2) The competition map shall comply with the International Orienteering Map Specifications (2017) or the International Short Distance Orienteering Map Specifications (2007).
(3) Implement the Regulations on Disciplinary Punishment of National Student Sports Competition.
(4) Athletes shall not abstain from participating in the event without reason (except for those who have been checked by the doctor of the General Assembly and confirmed to be unable to participate in the competition due to injury and illness and approved by the General Assembly); Those who abstain without reason will be punished in accordance with the relevant provisions of the "Regulations on Disciplinary Punishment of National Student Sports Competition" and the "Rules for Chinese Students' Hiking Orienteering Competition" and will not participate in the subsequent competition.
(5) The athletes of each competition shall be recorded with their entry cards.
(6) Arbitrators and referees shall be selected by the executing unit.
11、 Admission Rank and Rewards
(1) Individual admission method
1. The top 8 and the third prize (9th to 15th) of each single item (male, female and mixed) of the elite group, the professional group, the undergraduate group A, group B, group C and the junior college group A, and the directional talents of the elite group of colleges and universities are counted in parallel with other types of athletes;
2. The top 8 (male, female and mixed) of the elite group in senior high school, the elite group in senior high school, the elite group in junior high school and the elite group in junior high school;
3. For projects with less than 8 participants (teams), the actual number of participants (teams) will be reduced by 1;
4. Those who have the same results in individual competitions will be ranked side by side, and there will be no next place;
5. According to the particularity of the orienteering competition, the ranking of the representative teams of the organizer (Zunyi City) in the competition shall be calculated in parallel with that of the representative teams of other provinces and cities; Individual ranking of the chairman unit of the directional branch;
6. When the representative teams in a province have achieved all the top 6 results in a single event, the ranking of the athletes who have achieved the results in the rear shall be counted in parallel with that of the athletes in other provinces and cities (that is, the 7th and 8th places shall be counted in parallel);
(2) Calculation method of group total score
1. The total score of the team is the sum of the top eight points of the competitors of each unit and each group. The points of athletes in mixed competitions are only included in the total team score, not in the total team score of men or women.
2. The top eight of each individual event will be scored by 9, 7, 6, 5, 4, 3, 2 and 1 respectively; The top seven will be scored by 9, 7, 6, 5, 4, 3, 2, and so on; The top eight players in the group event will be scored twice.
(3) Rewards
1. Set up the total score awards for the elite group, professional group, undergraduate group A, undergraduate group B, undergraduate group C, junior college group A, senior high school elite group, senior high school group, junior high school elite group and junior high school group, as well as the total score awards for men and women in each group. The group with the highest total score will be ranked first. If the scores are equal, the group with the highest score will be ranked first, and so on.
2. Trophies will be awarded to the teams who have won the top 8 total scores of each group, men's team and women's team.
3. Medals and certificates of award shall be issued to the athletes who have won the top 3 in each category and each single event.
4. Award certificates shall be issued to the athletes who have won the top 4 to 8 and the third prize in each category.
(4) Awards
Issued at the event center or competition center. Trophies, medals and medals shall be formulated in accordance with the requirements of the China University Sports Association, and the certificate of achievement of the China University Sports Association shall be issued.
12、 Qualification review
(1) In order to correct the competition style and reflect the educational purpose of the competition, all units must strictly review the qualifications of the athletes who have entered for the competition in accordance with this regulation, strictly check the quality of the athletes, and put an end to violations of regulations, falsification, and substitution.
(2) The organizing committee sets up a "qualification review committee" to be responsible for the qualification review of athletes.
(3) If the "Qualification Review Committee" finds and verifies that the athletes who participate in the competition by fraud, impossibility and other behaviors after registration or before the competition have fraud and violation of regulations, the athletes will be disqualified from the competition and may not report or replace other athletes; If it is found and verified that there is fraud or violation of regulations during or after the competition, the competition qualification and the winning position will be cancelled, and the school to which it belongs will be notified.
